USA: Reconstruction of Iraq is under the threat

Absence of bilateral cooperation in question of transfer of the constructed objects to Baghdad puts under the threat US’ efforts on Iraq reconstruction. According to the report of the American commission on Iraq Reconstruction, Baghdad ever less takes under the control ready objects, constructed with support of Washington.
So, on May, 31st 2007, the USA have constructed nearby 2,8 thousand objects in cost of 5,8 billion dollars, but only 435 from them have been officially transferred to the Iraq government. According to the Commission, the initial success in a question of Iraq reconstruction has been reached, however, after election of the new Iraq government in May 2006, decrease in quantity of transferred objects has been noted.
Thus, the USA are compelled to keep the constructed objects at own expense, or to transfer their local authorities, instead of the government of Iraq that can bring all conditions on Iraq reconstruction to nothing.
It is worth of mentioning that, in opinion of the American militaries, US armies should stay in Iraq, at least, up to the middle 2008. Thus the safety of some regions can require about two years.
Washington, most likely, should conduct more tough policy with the puppet Iraq government, as to present Iraq leaders approve presence of USA armies in Iraq. The United States have got in some kind of a trap: presence of armies leads to instability in the country, however, as many experts believe, the withdrawal of US contingent will lead to even greater instability and escalation of violence over the region.

Pakistan has lead tests of the missiles, capable to transfer a nuclear charge. Representatives of armed forces of the country have informed on it today.
As they said, tests of missiles Babur (Hatf VII), which are having range of flight of 700 km, have passed successfully.  As it has been spoken in the application of the Ministry of Defense of Pakistan, tests will allow strengthening safety of the country.
The president of the country has already congratulated the scientists, who participated in development and realization of the project.
It is obvious, that the purpose of the tests, lead on Thursday, relied in demonstration of military power of Pakistan to India which, by the way, also possesses the nuclear weapon. Experts mark, that the range of flight of a rocket, declared by Islamabad (700 kilometers) - is the distance from the Pakistan border up to Delhi - the capital of India.
Thus serious fears are caused by sharp activization of the extremist groupings, acting for “clearing” a province Kashmir of the Indian armies. During the last weeks insurgents have attacked the columns of the Pakistan army for several times, receiving rigid rebuff. In particular, in the beginning of week soldiers managed to surround the leader of a local cell of a grouping “Taliban”, who has undermined him by means of manual pomegranates.

Movement “Taliban” has released eight South-Korean hostages: six women and two men. After the release Koreans have been sent on the main American military base in Afghanistan.
At the same time the information on execution of one of South-Korean pilgrims has proved to be true. His body was revealed the Afghani police. According to the representative of talibs Yousuf Ahmadi, the decision on murder was accepted in connection with the fact that negotiations between the Afghani authorities and “Taliban” have been deadlocked.
According to his words the similar destiny may happen to other hostages if the administration of Kabul will not release talibs from prisons. As Yousuf Ahmadi has declared, in case of default of their terms execution will take place in the night from Wednesday to Thursday.
Let’s remind, that in the end of the last week, on July, 18th, representatives of talibs have informed on capture in hostages of 23 Christian missionaries from South Korea, 15 of which - are women. In exchange of their release insurgents have required to withdraw South-Korean military contingent (about 300 militaries) from Afghanistan and to release representatives of their movement from prisons. The initial ultimatum expired in the evening on July, 24th; however, it has been prolonged.

Guatemalan extremists have released Cornelio Chilel, one of the most known drug traffickers of Central America.
About 30 armed people have attacked a minibus, in which the police transported the criminal. In result of firing two attacked have been killed and three policemen have wounded. After the attack policemen have been compelled to disappear in mountains as local residents consider Cornelio Chilel as the leader and want freedom for him. About 500 inhabitants from nearby villages have started to pursue police. Cornelio Chilel has been arrested in September 2006 in San Marcos. He is accused of murder of three policemen, and also contraband of drugs, people and weapon.
It is not far the time that such incidents occur in Guatemala. For example, in the beginning of 2006   criminals managed to steal 475 kilograms of cocaine, from a police warehouse, confiscated at drug traffickers because of a negligence of police. Thus warehouse safety service has appeared powerless against gangsters. Criminals have not been still arrested.

Bush has forbidden applying tortures at interrogation of terrorists

The president of the USA Georges Bush has signed the decree, forbidding to use strict measures of influence at interrogation of suspected in terrorist activity people. American leader opposes cruelty and the brutal attitude, humiliation and the insult of religious feelings.
The White House has not informed, whether CIA has a special scheme of carrying out of interrogations, however it has emphasized, that in case of presence those, all the restrictions, introduced by George Bush, should be considered. As White House’s press-secretary has mentioned, the President repeatedly marked necessity of precise standards for CIA’ work and its employees precisely knew how they should perform their work.
George Bush’s decree also obliges to provide prisoners with good feed, pure water, clothes, protection against too high or low temperatures and necessary medical aid. The management of CIA should watch constantly the scheme of interrogation of prisoners and let out necessary internal documents and instructions.
Proceeding from the new decree, it is possible to assume, that severe measures of influence are nevertheless applied in the CIA. Earlier, for example, the USA categorically refused to admit the fact of presence of confidential CIA’s prisons in the Europe. However, in September 2006, Bush has been compelled to recognize existence of such establishments in the foreign states’ territory.
Unfortunately, it is not known, what exactly forced to sign today’s decree. Meanwhile the given document can become a good occasion for new international scandal or give a new push to scandal around the confidential prisons.

US Senate has rejected the bill on withdrawal of troops from Iraq

Offered by Democratic Party of the USA the bill on withdrawal of American troops from Iraq has not approved by the Senate. Only 52 from necessary 60 voices said “yes” to withdrawal of troops from Iraq, 47 senators have voted against it.
The bill has been brought by senators-democrats. If it has met with approval of the necessary majority, the administration of the president ought to have started withdrawal of military contingent from Iraq within 120 days and completely finish it till April, 30th 2008.
However, the legislation provided presence in Iraq not specified number of the American militaries for realization of some missions: counterterrorist operations, protection of the American objects and training of own Iraq safety forces.
Let’s remind, on July, 13th, 2007, the House of Representatives has approved the bill on withdrawal of troops within 120 days. 223 congressmen have voted for the approval bill, and 201 have voted against it.
Nevertheless, if the amendment managed was approved by the Senate, the President of the USA Georges Bush would, most likely, fulfill the promise and used the right of the veto. The US President would go on this step, despite of own recognition of an inaccuracy of American strategy in Iraq. Bush has also recently called inhabitants of the country to be more patient concerning the American campaign in Iraq.

Any of terrorist groupings, operating in Pakistan yet has not incurred the responsibility for explosion in capital. The president of Pakistan Pervez Musharraf has publicly condemned the act of terrorism, however, Chaudhry’s supporters consider, that the Pakistan special services the Pakistan special services stand behind the act of terrorism, which has been directed on their leader.
The political situation in Pakistan has become critical after the Supreme judge has been discharged by the president’ decree. The opposition accuses President Pervez Musharraf that thus he eliminates legal obstacles on the way to new presidential term. The matter is that Chaudhry is well known for independence of the judgments and he opposed some decisions of the Pakistan government.
Besides it is impossible to exclude, that activization of insurgents is connected with operation against Islamites, who captured in the Red mosque in Islamabad. We shall remind, the governmental army has started storm of a mosque, when intense negotiations in what have not brought any positive results.

EADS is to work for militaries

European space concern European Aeronautics Defence and Space Co. (EADS) is measured to increase a share of services made for military-industrial sector in the general activity of the company in order “to balance a civil and defensive component of concern”.
Such application has been made by Louis Gallois, French co-chief executive of EADS and Airbus chief executive.
The share of civil production in general EADS’ manufacture made about has made 75 % till now mainly due to manufacture of civil air liners by affiliated Airbus’ division.
According to Louis Gallois, the company considers various opportunities of expansion of a military component, including variants, due to which EADS can become the operator of space satellites or the supplier of aviation fuel. Merges of other companies working in military-industrial sector are not also excluded. Thus new EADS’ chapter has declared that the concern should avoid “political influences” in new structure of board for further successful plans’ realization.
Let’s remind, that on July, 16th, 2007, it has been declared about personnel rearrangements in EADS’ management.
These changes in EADS mean, that the concern passes under the control of the French party, whereas Germany will supervise Airbus, being EADS’ division. Thus, EADS has refused from management structure that has repeatedly caused criticism whether the French and German parties supervised company effectively.
