At the same time on the eve the Ministry of Foreign Affairs of Iran has told that strengthening of the Iraq government has allowed improving safety situation in Iraq. Safety in Iraq is also being provided by that fact that “foreign interventions” in business of the country were noticeably reduced. Other factor, which promoted decrease in a level of violence over Iraq, relies in strengthening the Iraq safety forces.
During the last months the number of terrorist attacks in Iraq was noticeably reduced. The American command, in turn, connects it with increase of US contingent in Iraq on 30 thousand soldiers.

As American telechannel Fox-News, referring to own sources in the White House, transfers, administration of the US President Georges Bush actively discusses plans of possible bombing attack across Iran. The reason of activization of discussion of the power decision of the Iranian problem was provoked by recent decision of Germany to refuse from any sanctions concerning Teheran, imposed by UN Security Council.
According to “well informed source” of the telechannel, “all in city (Washington) ” are now actively participating in wide discussions about the price and benefit of military operation against Iran, which might have been held within the following eight-ten months - after results of preliminary presidential elections will be already certain, but still there will be enough time before final round 2008.
Discussion is being conducted in two basic directions: intrusion by the minimal forces, which would lead to blockade of the Iranian oil and gas export (a measure called negatively to affect for a life of ordinary Iranian people, but not the government), and also total bombardment of the country.
The opportunity of military actions against Iran is periodically discussed in Washington among ways which could force to refuse Teheran from the nuclear program. The West is afraid, that Iran works above creation of the nuclear weapon. Teheran approves, that nuclear development are conducted exclusively with a view of peace power.

The American military department has declared about competition on development of technologies, which would provide the USA with the military superiority in sub polar areas. Washington consider “providing of access” to natural resources and “maintenance of stability” as the purpose of possible operations in Arctic regions.
Sharply become aggravated rivalry of world powers in struggle for natural riches and transport ways in Arctic regions forces transatlantic strategists to plan large-scale fighting operations on the Far North. Recently Management of perspective researches and development of the US Ministry of Defense, supervising allocation of assignments for defensive projects (it is known, that agency’s budget makes $3,2 billion), has declared about competition on creation of technologies, which would provide the military superiority in sub polar areas.
As the American mass-media resources inform, now the US Congress considers a question on allocation of 8,7 billion dollars for needs of the US coast guard. From them 100 million intend for service of three Arctic ice breakers. Besides, the significant sum should go on construction of two more ice breakers. According to militaries, the USA have allocated to Iraq since June, 2004, till September, 2005, 355 thousand units of a small arms, including 185 thousand automatic devices and 170 thousand pistols. At the same time the Pentagon cannot inform, where at present there is 110 thousand automatic devices and 80 thousand pistols from among given out.
In the report of controlling managements of the US Congress it is informed that the American military department cannot also precisely specify a site 135 thousand of armored outfits and 115 thousand of helmets, which should be given out to Iraqis by the end of September 2005. In the report words of officials that responsible bodies were too small to supervise each unit of the weapon and each element of the equipments, which have been given out to the Iraq armies, are being quoted.
The report has caused fears concerning probable hit of the American weapon in hands of insurgents.
It is necessary to note, that since 2003 the USA have allocated nearby 19,2 billion dollars for development of the safety forces in Iraq. Thus the Congress did not foresee the program for Iraq in number of traditional programs of the military help that gives the Pentagon significant flexibility in use of means. Meanwhile all is far not money allocated by Americans are used to destination. So, in the end of the last year large scandal in connection with plunders of the means allocated for arms of army of Iraq has occurred. Then former Iraq Minister of Finance has made the loud application that the Iraq officials have plundered up to 800 million dollars, allocated for arms of Iraq’s army.

Bush has forbidden applying tortures at interrogation of terrorists

The president of the USA Georges Bush has signed the decree, forbidding to use strict measures of influence at interrogation of suspected in terrorist activity people. American leader opposes cruelty and the brutal attitude, humiliation and the insult of religious feelings.
The White House has not informed, whether CIA has a special scheme of carrying out of interrogations, however it has emphasized, that in case of presence those, all the restrictions, introduced by George Bush, should be considered. As White House’s press-secretary has mentioned, the President repeatedly marked necessity of precise standards for CIA’ work and its employees precisely knew how they should perform their work.
George Bush’s decree also obliges to provide prisoners with good feed, pure water, clothes, protection against too high or low temperatures and necessary medical aid. The management of CIA should watch constantly the scheme of interrogation of prisoners and let out necessary internal documents and instructions.
Proceeding from the new decree, it is possible to assume, that severe measures of influence are nevertheless applied in the CIA. Earlier, for example, the USA categorically refused to admit the fact of presence of confidential CIA’s prisons in the Europe. However, in September 2006, Bush has been compelled to recognize existence of such establishments in the foreign states’ territory.
Unfortunately, it is not known, what exactly forced to sign today’s decree. Meanwhile the given document can become a good occasion for new international scandal or give a new push to scandal around the confidential prisons.
