As a whole, officials have been adjusted quite rigidly, having declared the Internet “virtual training platform for insurgents”, which is used for inspiration and mobilization of groups of people in the different countries.
Nevertheless, organization’s members and representatives of northern European countries have achieved such formulation of this rule of law, which specifies that the law will not be used for suppression of self-expression freedom.
However, ministers have also coordinated the plan of measures on restriction of illegal circulation of explosive, which can come into the hands of terrorists. Within the limits of this campaign it is planned to adjust an early warning system where data about the stolen explosives and detonators will act.

Basque grouping ETA has broken off an armistice with the Spanish authorities

Today Basque separative grouping ETA has declared about the termination of armistice with Spanish government, which is to come in force since tomorrow.
The forbidden by authorities grouping declares about the absence of the minimal conditions for continuation of negotiating process and insists on termination of peace treaty.
It is worth of mentioning that EAT has declared “term less” armistice in March, 2006. Even after the explosion, which has killed two people at the Madrid airport in December, 2006, the grouping has confirmed, that the armistice remained in force.
After that explosion the Spanish government, worked out by socialists, has stopped peace talks.
In the promulgated application of ETA it is spoken that since Wednesday (June, 6th, 2007) the grouping will start protecting Basque Provinces by all possible measures.
Observers are afraid, that this application can serve as the certificate of an inevitability of new large terrorist actions from ETA’s side. Nevertheless, within four decades of struggle for creation of the independent state in the north of Spain and a southwest of France more than 800 people became the victims of the radical grouping.

EU has called the USA for direct negotiations with Iran

The Supreme representative of the European Union (EU) on foreign policy and safety Javier Solana calls the US authorities to carry on direct negotiations with Iran in occasion of the nuclear program. As Solana has noted, it is assured, that the official Teheran is ready for carrying out of similar negotiations. At the press-conference in Bruxelles J.Solana has noted that the USA should show how much they wish to participate in the decision of the given question and the USA should consider the opportunity of direct dialogue with Iran.
Solana has added that he is going to discuss the given offer with the American government within the nearest several days. On a question of reporters on, whether Solana considers, that the spiritual leader of Islamic Republic is ready to resolve direct negotiations with the USA on “the nuclear problem”, J.Solana has answered that it is doubtless.
J.Solana plans to lead telephone conversation with the State secretary of USA Condoleeza Rice on April, 29th, 2007.
Let’s remind, that on April, 24th, 2007, the president of Iran has offered Georges Bush to carry on direct negotiations.
The Iranian leader has not specified, what exactly he would like to discuss with the president of the USA, however he has told, that the negotiations should pass at mass media presence.
While Bush’s position concerning Iran remains rigid. Recently, the American president has declared that Iran is a serious problem and it is the country that wishes to possess the nuclear weapon.
The White House not only condemns Teheran for aspiration to receive the nuclear weapon, but also accuses it in “aspiration to influence inside of Iraq, delivering there the weapon and directing their people into Shiite militia”.

European Union will protect from prospective terrorists

The EU Ministers for Foreign Affairs are going to approve legal procedure which should protect the rights of prospective terrorists. Today at the EU Council’s session in Luxembourg the Ministers of Foreign Affairs of 27 countries of EU community will consider unprecedented procedure of the notice of the organizations and private persons about their entering in terrorist “black list”.
The essence of procedure is quite simple - the Eurocommission will dispatch all candidates for the list of terrorists by mail formal notices, where it will undersign, on what bases of the addressee they have found the terrorist. The candidate will have a month for applying to the Eurocommission and to represent the given objections. If there won’t be any objections, the question is considered as solved.
Certainly, addresses not of all terrorists are known as not each terrorist organization has headquarters with a mail box. In this case the Eurocommission will mark the names of candidates for mass-media, and also on the official site.
This procedure has been prepared in connection with scandalous with People’s Mojahedin Organisation. This organization, uniting mainly Iranian emigrants, oppositional to a present Teheran mode, has been brought into the terrorist list of EU in 2002. Mojahedins have submitted the claim to the European court and have carried case against Eurocommission. Last year the court of justice decided that entering of this organization into “the black list” was unreasonable as its representatives had no opportunity to challenge it. As a result, carrying out the decision of court, the Eurocommission has prepared the message to the People’s Mojahedin Organisation, in which it has explained the motivation and for avoiding recurrence of similar situations in the future -it has developed the project of procedure of the notice of the future figurants of the terrorists’ list.
Today 26 people and 28 organizations enter into the European list of the terrorist organizations.

The court has sentenced ETA terrorists to 290 years of prison

On Saturday the national appellate court (NAC) of Spain has sentenced two members of ETA separatist grouping to 290 years of prison for the organization of act of terrorism in November, 2000, in result of which 16 employees of law enforcement bodies have suffered.
Later, the NAC’c representative has explained that two ETA’s members -Ibon Etxezarreta and Luis Maria Carrasco- are sentenced to long terms of imprisonment and to the penalty at a rate of 2,5 million euro for attempt to organize 16 murders and for the participation in the terrorist organization.
As he said, on November, 11th, 2000, the terrorists have established two self-made grenade cup discharges in 250 meters from a barracks of the Civil guards (gendarmerie), located in Inchaurrondo area in San Sebastian city: one of pomegranates, having flown by 40 meters, was broke off at highway, not having caused the harm, the second one has not been started up.
Then NAC’c representative has also added that the employees of law enforcement bodies, having come to the place of incident, have neutralized the second bomb; in the meantime, terrorists have blown up (by means of remote control) a bomb-trap, hidden (in advance) in the ground under grenade cup discharges therefore 16 employees have received wounds of a various degree of weight.
It was also added, that among victims there were 10 civil guardsmen, three employees of National police and three - of basks polices. The terrorists have been arrested on August, 22nd, 2001.
The Spanish courts often sentence criminals to the terms, exceeding duration of a human life, however, even life imprisonment by the Spanish legislation is not provided: formally condemned to life imprisonment people can not be in prison for more than 30 years.
But even this term usually decreases up to 20 years, considering repentance and good behavior of the prisoner.
