The president of Lebanon Emile Lahoud has disposed to allocate the Lebanese military command of special powers in connection with introduction of the state of emergency in the country, declared by Lahoud for some hours before the expiration of its presidential powers.
According to Lahoud’s application military command of the country has the right to place safety forces at the territory of Lebanon under own discretion and it should transfer authority to the Lebanese government as soon as it will be recognized constitutional.
Thus Lahoud has declared the operating cabinet of Lebanon unconstitutional on the basis of what state of emergency has been declared without approval of the government. In reply to it, representatives of the Lebanese cabinet, headed by anti-Syrian Prime Minister, Fouad Siniora, have declared, that the decree of the president about introduction of state of emergency cannot be recognized legitimate as, according to the constitution of Lebanon, corresponding decision of the government is required.
USA has acted In support of the cabinet, having called Armed forces of Lebanon to provide safety in the country after expiry of the term of powers of Lahoud at 0:00 on local time on November, 24th. Washington has declared, that political forces of Lebanon should “keep calmness” and keep the country from violence over the period of absence of presidential authority.
