European Union will protect from prospective terrorists

The EU Ministers for Foreign Affairs are going to approve legal procedure which should protect the rights of prospective terrorists. Today at the EU Council’s session in Luxembourg the Ministers of Foreign Affairs of 27 countries of EU community will consider unprecedented procedure of the notice of the organizations and private persons about their entering in terrorist “black list”.
The essence of procedure is quite simple - the Eurocommission will dispatch all candidates for the list of terrorists by mail formal notices, where it will undersign, on what bases of the addressee they have found the terrorist. The candidate will have a month for applying to the Eurocommission and to represent the given objections. If there won’t be any objections, the question is considered as solved.
Certainly, addresses not of all terrorists are known as not each terrorist organization has headquarters with a mail box. In this case the Eurocommission will mark the names of candidates for mass-media, and also on the official site.
This procedure has been prepared in connection with scandalous with People’s Mojahedin Organisation. This organization, uniting mainly Iranian emigrants, oppositional to a present Teheran mode, has been brought into the terrorist list of EU in 2002. Mojahedins have submitted the claim to the European court and have carried case against Eurocommission. Last year the court of justice decided that entering of this organization into “the black list” was unreasonable as its representatives had no opportunity to challenge it. As a result, carrying out the decision of court, the Eurocommission has prepared the message to the People’s Mojahedin Organisation, in which it has explained the motivation and for avoiding recurrence of similar situations in the future -it has developed the project of procedure of the notice of the future figurants of the terrorists’ list.
Today 26 people and 28 organizations enter into the European list of the terrorist organizations.
